Pay is slightly higher in Phoenix, paralleling the higher cost of living than Tucson. Smaller markets in popular resort areas (think Sedona, the Grand Canyon, and others) will likely offer higher rates but also might experience seasonal cycles due to travel schedules, weather, etc.
